On 1st February was posted Minister Ed Vaizey MP, response to the Spectrum Report, published on the 3rd November last.  Whereas there is no contentious issues flagged it is note worthy that the response to the “Public Sector Spectrum” portion highlights the importance of the ITU’s WRC-12, currently underway in Geneva, of international harmonisation and recognises the importance of spectrum for the emergency services which needs addressing.

US Digital Textbook Playbook Collaborative Initiative

On First of February the US Secretary of Education and the Chairman of the FCC announced the above 5 year transition program to a digital media education platform delivered through mobile and broadband. This sets out a roadmap for educators to accelerate the transition to digital textbooks and other educational media.

Net Neutrality is a phrase and concept attributed to Tim Wu, a Policy Advocate and Law Professor from Columbia University. In February 2011 he became a senior advisor to the US Federal Trade Commission Office of Policy Planning, subsequent to the passing of Net Neutrality rules by the FCC, in December 2010, concerning: Transparency, No Blocking and No Unreasonable Discrimination.

Promoting new entrants for 4G Spectrum in Telemedicine

Whereas it has been widely disseminated that OFCOM wishes to see at least four national network operators in the new 4G spectrum holdings, they are “also proposing to reserve some spectrum in the 2.6GHz band to be shared by a group of companies to deliver innovative new mobile services for consumers. Potential applications include local mobile networks for student campuses, hospitals or commercial offices, which operate on short-range frequencies serving a small area.” In short this is about attaining the twin objectives stated by the Secretary of State, Jeremy Hunt for mobile Education and Telemedicine given in an evidence session to the CMS Select Committee; previously highlighted in earlier postings.

The ongoing 4G Spectrum Auction drama

Yesterday OFCOM issued its “Second consultation on assessment of future mobile competition and proposals for the award of 800 MHz and 2.6 GHz spectrum and related issues “. The closing date for responses is the 22nd of March. Although this event was expected, nevertheless there is no guarantee that the actual auction shall be completed this year as anticipated. So, don’t hold your breath!
